IDP Budget - Welcome to Thaba Chweu Local Municipality

“It is for us to pray not for tasks equal to our powers, but for powers equal to our tasks, to go forward with a great desire forever beating at the door of our hearts as we travel towards our distant goal” (Helen Keller).

Honourable speaker, the Budget I’m delivering today is the tool that will assist us to
achieve our distant goal. This tool will guide us in becoming responsive to the
needs of the communities we serve, while they may not satisfy everyone now, they
are meant to assist us to take the necessary leaps in order to ensure that we make
maximum impact to the majority of the citizens.
Honourable speaker, may I request your good
self to allow me to quote Former Finance
Minister Trevor Manuel in his last budget speech:
“The storm that we spoke of last year has broken,
and it is more severe than anyone anticipated,
confronted with the prospect of an economic
cataclysm world leaders have announced huge
supportive intervention”. TCLM is no exception
as the symptoms of economic cataclysm are already
prevalent.

Thaba Chweu Local Municipality (TCLM) is endowed with many advantages, both in terms of the unique natural characteristics of the area, as well as its strong and capable leadership. The immense beauty of its countryside, its wealth
of fauna and flora, its high rainfall as well as gold, platinum and chrome mineral resources are strategic advantages that can be leveraged for the maximum benefit of the citizens of TCLM. It is against this background that the Integrated Development Plan (IDP) of TCLM has been created. This document describes in detail the process in which it engaged and the methodologies employed to lead to a plan that speaks to legislative requirements for integration between the attributes, needs and aspirations of the local community with the broader objectives of the district, province and national strategic agenda
