MUNICIPAL MANAGER
As the accounting officer of TCLM, the Municipal Manager’s fiduciary responsibilities include, among others, that: The MM is the number one administrator in the Municipal area. The MM’s role is to provide guidance and advice on compliance with the applicable pieces of legislation to the political structures, political office bearers and administration.He is responsible for the liabilities and assets of the municipality, including the safe guarding and the maintenance thereof. He is responsible for the management of the revenue of the municipality. The MM must act with fidelity, honesty, integrity and in the best interest of the municipality in managing all administrative and financial interests thereof.

TECHNICAL

MISSION
To contribute to the enhanced quality of life and prosperity of all the Thaba Chweu Municipality’s people by providing affordable, efficient and cost effective services through infrastructure that is well established, maintained and managed.

OBJECTIVES 
The mission is being accomplished by the following objectives:
Provision of affordable potable water
Provision of efficient and effective sanitation services
Construction and maintenance of appropriate level of roads
Provision and maintenance of appropriate level of storm water systems
Provision, maintenance and safe operation of electricity services
Provision of high level of town planning services, including building control functions
Management of effective municipal fleet and mechanical workshop
Provision of an effective Project Management Unit and implementation of Municipal Infrastructure Grant and other capital projects

SOCIAL DEVELOPMENT
The Social Development Department stand in the front row of service delivery and the empowerment of especially the youth.  With the thirteen divisions within the department the leadership must always be on guard to ensure effective outputs on every level.  Each division with its own legislation, bylaws and objectives had been centralised into a smooth running organization.As the most diversified Department the divisions are, Licensing, Traffic, Rescue and Emergency, Disaster Management, Clinics, Libraries, Refuse Removal, Dumping Sites, Sport Art and Culture, HIV/AIDS, Parks and Cemeteries, Museum and Nature reserve and Business Licenses.A number of achievements were obtained over and above the four awards that were scooped the past year.  In line with our goals this Department has four youth groups who assist with cleansing, grass cutting and maintenance of certain graveyards in the rural areas.  This strategy assisted this Department to win the third prize of R 800 000 in the Cleanest town Competition.We are also striving to be objective, loyal and innovative in our total commitment and endeavours towards our community by ensuring service delivery on a sustainable and cost effective manner.

INSTITUTIONAL DEVELOPMENT AND TRANSFORMATION
Central to this department, which is now Institutional Development and Transformation is development of human capital. Improvement of performance
in Thaba Chweu also depends of the quality of leadership provided by Council and Senior Management. Further it is critical to enhance the commitment of the total workforce to their duties - a task that belong to the leadership, employees themselves and trade union movements.

When we stated a Recovery Plan in 2005, we were not aiming at winning awards but to get the Municipality back on its feet. I am pleased to say that we have indeed done much to implement the commitments and targets we set ourselves in 2005, it is obvious that we still have daunting task ahead of us in this regard. We shall continue this year to intensify efforts to strengthen Thaba Chweu Local Municipality’s human capacity in line with the five (5) year Local Government Strategic agenda.

PMU
Project Management Unit (PMU) has the following functions:

responsibility for project managing all capital funding, including that of the Municipal Infrastructure Grant (MIG), within the relevant municipal accounting system;

co-ordination of the project identification process in terms of the IDP;

co-ordination of the project feasibility process in terms of the IDP;

establishment and approval of contracts with contractors and consultants for each project, including feasibility studies;

project management, including ensuring that projects meet planning objectives;

co-ordination of project-based capacity building initiatives: the PMU is responsible for ensuring that project-related capacity building and development objectives are met;

management of the monitoring database and preparation of all necessary reports.

Project Monitoring and Evaluation: Socio-economic impact assessments detailing how the MIG programme has impacted on the communities and municipalities in terms of; skills development, community involvement, municipal partnerships, local economic development and how the lives of the communities have improved.

Facilitation of backlog studies and environmental impact assessments of projects when necessary.

Management of non-MIG capital works funded internally or from other sources

Assistance to the Manager Operations & Maintenance with regard to the planning and implementation of the O&M programmes, directly or indirectly.

Communication and liaison with communities in respect of project planning and implementation to ensure buy-in and long term sustainability of the projects

Liaison with Provincial and National Government Departments

The PMU prides itself on achieving the following awards for the municipality:

2008: MEC’s award for the most improved municipality in Mpumalanga on the MIG Programme

2008 Provincial VUNA awards: Top achiever on Infrastructure & Service delivery KPA for Mpumalanga

2008 National VUNA awards: Shortlisted for National Infrastructure & Service delivery KPA

The PMU’s record on MIG expenditure over the past three years has been 100%, one of the leaders in the Province and Nationally in this regard.
FINANCE
Financial Viability as one of strategic agenda of government is the life blood of the municipality. The revenue generation and fair, transparent expenditure coupled with laws and regulation of the country will always be sensitive to all the resident occurred towards Service Delivery and indigent members of the society we serve.TCLM can pride itself with loyal and religious pavers of municipality services and unequivocal support shown by residents through active participation on input and contribution expressed in good governance, through public participation processes: Financial Viability is proud with its members of the community because without them, municipality is non existence. The department would want to further indicate that finance in TCLM continues to grow and wish to thank all residents and encourage them to continue paving for municipal services, and continue to submit their valuable input to all municipal processes.
