Background

The purpose of this Section is to better understand how the municipality fits into the larger economy, as well as the broader aspects of the provincial and regional economy, which affects the municipality, creating the background against which development potential in the municipal area can be determined.

As such the LEDF Action Plan cannot stand alone, but need to conform to and take into consideration National, Provincial and Local government policies, programmes and initiatives. This Section covers the broad legislative framework within which local economic development on a local level should be conducted.

Municipalities have a Constitutional mandate to promote local economic development (LED).  Section 153 of the Constitution states that:

A municipality must structure and manage its administration, and budgeting and planning processes to give priority to the basic needs of the community, and to promote the social and economic development of the community.

The figure below further illustrates the critical pieces of legislature that have been consulted during the compilation of this action plan.
